b.      Authorize the Treasurer to enter into an agreement with the Auditor of State to perform a Financial Audit for the fiscal year 2022-2023 school year, not to exceed $35,000.

c.       Approve renewal of service agreement for software with Johnson Controls for the fiscal year 2023-2024 for $7,926 year 2 of 2.

Resolution #38-23 – Adopt Temporary Appropriations for FY 24

 

Moved by Mr. Booth and seconded by Mr. Arnold to approve the following resolution item:

 

BE IT RESOLVED, That the Board of Education of the Washington County Joint Vocational School District, Washington County, Ohio, accepts the temporary appropriations as recommended by the Superintendent to provide for current expenses and other expenditures of said Board of Education for the 2023-2024 school year until an amended certificate is received from the County Auditor.

 

The following sums are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during the said period subject to revisions or amendments in accordance with Section 5705.40 of the Ohio Revised Code; and,

 

BE IT FURTHER RESOLVED, That the business procedure for the fiscal year 2023-2024 be as follows: that the Board of Education dispense with the adoption of resolutions authorizing the purchase or sale of property except real estate, the employment of part-time employees except as otherwise provided by law, the payment of debts, claims, and the salaries of all employees if provision; therefore, are made in such annual appropriations resolution or approving warrants for the payment of any claim from school funds if the expenditure for which such warrant is issued and provided for in the yearly appropriations resolution; and,

 

BE IT FURTHER RESOLVED, That the superintendent be authorized to approve purchasing, appointing the part-time employees, and expenditures provided for in the appropriations, including meals for advisory committee meetings and mailings to promote public relations with business and industry in the Mid-Ohio Valley area. All expenditures are to be made in compliance with Section 5705.41of the Ohio Revised Code. (Noted Below)

Resolution #39-23 – Student Activity Accounts

 

Moved by Mr. Lang and seconded by Mr. Lyons to adopt the following resolution:

 

WHEREAS, the Board has Board Policy 6610 – Student Activity Funds established for the collection and disbursement of various State and Local Clubs and Organizations for which students are involved.

 

WHEREAS, the Cosmetology Program and club account is being dissolved as of June 30, 2023, as a result of the High School Cosmetology Program ending.

 

WHEREAS, the Students Solving Problems (SSP) was created in 2021 to encourage and influence all youth in Washington County and to spread awareness about various mental health issues, preventing substance abuse, and promoting healthy behaviors.

 

WHEREAS the Washington County Health Department provided funds for a Tobacco cessation program.

 

BE IT RESOLVED, funds remaining in the Cosmetology Program club account be used as the opening budget amount to create an SSP Account within the student activity (200) fund. 

 

BE IT FURTHER RESOLVED, funds received from the Washington County Health Department be used as an opening budget to create a Tobacco & Drug Cessation account within the student activity (200) fund.

1.  Paul Beardmore, 104 Doris Avenue, Marietta, OH donated welding and automotive books and tools to the programs of Auto Mechanics, Welding, and Industrial Maintenance Mechanics.

2. Chuck Ditchendorf, 331 5th Street, Marietta, OH donated a Lenovo computer docking station and six canvas tote bags to the IT and Graphic Design & Video Production program.

WHEREAS Vincent Elder Math Instructor with 21 years of service at the Career Center has requested to be released from his contract of employment for retirement purposes by way of his letter of retirement effective December 31, 2023; and,

 

BE IT RESOLVED, That severance pay be provided under the provisions of his contract; and,

 

BE IT FURTHER RESOLVED, That the Board of Education commends him for his public service rendered, commitment to students, and loyalty to the school and the community; and,

 

BE IT FURTHER RESOLVED, That this retirement is accepted with deep regret, but with best wishes and sincere appreciation.

Resolution #44-23 – Approve Agreement with Ohio Valley Educational Service Center

Authorize the Treasurer to enter into an agreement with Ohio Valley Education Service Center, effective July 1, 2023, and to expire June 30, 2024, for behavior health services utilizing the Student and Wellness and Success Funds in the amount not to exceed $80,000.

Resolution #45-23 – School Resource Officer Agreement Contract

Moved by Mr. Booth and seconded by Ms. Adams Hall to adopt the following resolution:

 

WHEREAS, the Washington County Sheriff’s Office agrees to maintain a regularly

scheduled School Resource Officer assigned to the Washington County Career Center.

 

WHEREAS, pursuant to Section 331.29, 505.43, and 3313.37 of the Ohio Revised

Code, the County Sheriff may enter into a contract with the Washington County Career Center, to render any police services.

 

THEREFORE, authorize the Treasurer to enter into a School Resource Officer agreement between the Washington County Career Center and Washington County Sheriff’s Office for up to 184 school days per academic calendar year.

 

BE IT RESOLVED, this contract shall begin on August 21, 2023, through May 24, 2024, for the 2023-2024 school year not to exceed $78,213.42.
